These are not formalities. They are enforceable, they are inspected, and they engage the employer's liability, including personally. They are also an opportunity to build something useful rather than a document that gathers dust.

Risk assessment register (DUERP)

The mandatory French workplace risk assessment document: drafting, updating and running the exercise work unit by work unit, with the people concerned.

Annual prevention programme (PAPRIPACT)

The annual risk prevention and working conditions improvement programme, built from the risk register rather than alongside it.

Annual health and safety report

Three documents, one chain

This is the most common confusion I meet: these documents get produced separately, by different people, at different times. They end up contradicting each other, and the gap shows immediately during an inspection.

Each document draws on the previous one. Built separately, they contradict each other. The exact form required depends on your headcount.

A note for foreign-owned companies

French employer obligations in health and safety are detailed, documentary and enforced by an inspectorate with real powers. Group-level HSE policies, however mature, rarely satisfy them on their own: what is required is a specific set of documents, in French, built with the employees concerned and kept current.

The most common gap I encounter is an organisation with excellent international standards and no compliant risk assessment register. The two are not the same exercise, and only one of them is enforceable here.

How I work

A risk register written at a desk from a generic template is unusable and protects nobody. Risk assessment is built at the workstation, with the people who occupy it, and that is what makes it both defensible and useful.

The same applies to incident investigation. Reaching the organisational cause takes longer than concluding that someone was careless, but it is the only way to stop the event recurring.

If you want a risk register delivered in a few days without meeting your teams, I am not the right provider. That document exists on the market, it costs little, and it will not protect you. The approach requires time from your employees, and that is precisely what gives it value.

Frequently asked questions

How often must the risk assessment register be updated?

At least annually in companies with eleven or more employees, and whenever a decision on work organisation changes working conditions or new information about a risk emerges. The exact rule depends on your headcount and is settled at scoping.

Can an external provider write the whole register?

Liability remains with the employer, and a document produced without the employees concerned has no operational value. I run the process and formalise the output, but the assessment itself is built with the people who hold the jobs.

What happens after a labour inspection?

Depending on the nature of the observations, you have a deadline to respond and demonstrate compliance. A structured, documented response with a timetable is always worth more than a defensive one.

Do you work with employee representative bodies?

Yes, on preparing health and safety items, presenting the annual report and the prevention programme, and supporting discussions where a technical subject is under debate.
